Practice Areas:

Mr. Ciobanu primarily practices in Cross Law Firm's Business Law Center, maintaining a concentration in business transactions. This includes such areas as business start-up and planning, operating and partnership agreements, business entities, securities regulations, commercial dissolution and bankruptcy, secured transactions, business sales, purchase, mergers, due diligence, commercial real estate transactions, and business succession planning. Andrei also handles employee benefits, including pension matters and ERISA litigation and related business and personnel matters and policies. He regularly works on licensing and other regulatory matters for small businesses, such as day care centers, CBRF's and other regulated businesses and real estate.

Andrei focuses on whistle-blower claims including the pertinent provisions of the Sarbanes Oxley Act, the Aviation Safety Whistleblower Protection Act, and the retaliation regulations governed by the Nuclear Regulatory Commission. He resolves and litigates Sarbanes-Oxley whistle-blower claims, State and Federal False Claims Act qui tam cases, Nuclear Regulatory whistle-blower claims, and all other types of whistle-blower and fraud actions.
